SAPREF PIPELINE REPLACEMENT PROJECT – ENVIRONMENTAL DEGRADATION

We refer to your letter (undated) regarding our pipeline replacement project. Your letter refers to the SAPREF and Engen pipelines. We cannot comment on Engen’

The project is over 90% complete with a small amount of excavation and pipelaying still to do, while restoration of work areas is systematically underway.
Our contractor is committed to restoring the work areas to their previous condition. The early work areas have been fully restored to the satisfaction of residents.

For the duration of the project, other service providers have also worked in the area. On a number of occasions, our contractors had no sooner completed
pipelaying in an area when other contractors commenced excavating, resulting in public confusion and SAPREF being targeted for complaints.

In executing the project our contractors have worked closely with many municipal departments. For example, detour roads were officially approved by the City’s
roads department and once the work is completed, the main roads are formally handed back to the roads department following an inspection by them to ensure they
are restored to standard, including road signage. During restoration our contractors clean out the storm water drains and replace any damaged covers.

With regard to safety at night, all work areas were equipped with yellow flashing lights which were either vandalized or stolen and the security guard threatened.

SAPREF has a rigorous programme for checking the integrity of our lines and this will continue after the new lines have been commissioned. This includes regular
tightness and hydrostatic testing as well as intelligent pigging. The cathodic protection system which provides corrosion protection to the lines has also been
upgraded.

The pipelines are constructed and tested in accordance with international pipeline codes.
