THE BLUFF ENTRANCE - WEEK 9
The Bluff Entrance is a very important
area to keep clean and well maintained
but for some reason eThekwini cannot
achieve this simple task. BET will clean
up this area and protest the new Rates
in view of eThekwini's inability to
deliver adequate services to maintain

SOME RATEPAYERS COMMENTS
The burning issue of non-delivery of services for which we are paying is (conveniently) not
addressed in the “Residential Objection” form above. In other words the value of your property
is the sole criteria which determines your rates payable to a fast collapsing bureaucratic
empire. This empire driven by a fellow named Sutcliff on behalf of his masters, the ANC, is
simply a medium through which our hard-earned money is redistributed to the surrounding
areas wherein the ANC support base resides. (And which contributes only a tiny amount to the
Empire). Remember the RDP policy? Well it’s alive and well and thriving in the Municipality of
BullsBalls. (eThekwini).

This very carefully thought out form makes no room for the following burning issues:

Roads. Our grass verges have encroached onto the “roads” to such an extent that “they” now
mow the roads once or twice a year. I kid you not! Road markings are mostly invisible and
road signs broken, bent or missing. Robots (Traffic lights) are out of action on every route you
can think of. Sometimes for weeks! We pay for this mess through Rates. And then you,
Ratepayer, pay for your own tyre and wheel replacement after you have driven through one of
the many, many potholes. Catch a bus mate , if one arrives more or less on time. THEY don’t
give a hoot for your busted car. Catch a bus! There ‘ain’t one? Oh! So catch a taxi!

Law and Order: The levels to which law and order on our roads has dropped is alarming. The
once proud Durban City Police is no longer there. The new Metro Police is much like our
roads, traffic lights, missing traffic signs and disgusting pavements. Our children cannot ride
their bicycles to school or even to the corner shop in safety. If they are not injured or killed by
some maniac in an overloaded taxi or trucker using the suburban roads and pavements for a
short cut, then the bicycle will be stolen. Perhaps at knife point or even at gun point. Would you
or your children take a walk to the local shop after dark? Not likely! We pay for this mess
through Rates. What about Selebe’s police? Who? What?  Just thank God for the few decent
law-abiding policemen and women left!

Parks, Beaches and Public Recreational areas: Do you see mothers with their little ones at
the swings in the parks anymore? The parks are the “new reserve” of the hobos, indigents,
drunks and prostitutes. The right to earn a living etc. Adult men don’t dare take a walk through
a park in daylight for fear of being attacked and robbed, never mind mothers and their little
ones! The broken bottles, plastic and other litter is disgusting, not to mention the human
faeces. Once in a blue moon a contactor mows this mess and shreds the paper and plastic
and pieces of glass in and amongst the piles of grass which is then left to rot until the new
grass is mowed three or four months down the line. We pay for this mess through Rates.

Do you remember when you could go to the beach AND go for a swim leaving your towel,
beach bag and belongings on the beach unguarded? Well you can still do that, the difference
being it won’t be there when you get back. The professional lifies are on strike for heaven’s
sake and the amateur volunteers are doing the job despite serious threats and intimidation.
Remember when no one EVER drowned on Durban beaches. Now we determine the number
of drownings by the number of bodies washed up on the beaches after Christmas and New
Years day! The kiddies paddling pools are simply not on! Certainly not for kiddies. They are full
of do-do from washed nappies. We pay for this mess through Rates. ( I wear my gun when
fishing off the beach at night)

clubs which abounded are closing one after another! Parents won’t allow their little ones to

play soccer against clubs in Kwa Mashu, Lamontville or Umlazi simply because of the crime
situation. (The new soccer administrators have reconstituted the clubs’ league areas where
the kids must play and they are forced to play there or pack it in).  What about starting their own

with other “safe” clubs.   The mighty eThekwini (BullsBalls) may simply take away the club
(month to month leases remember) and / or prevent the “non-aligned” clubs from using their

Squatters and other Neighbors:  The fact that law basically “allows” people to squat on or on
the very edge of your property thereby devaluing and degrading your very lifestyle also has no
bearing on the issue. It will take years to remove those poor folk through the legal channels
not to mention the costs involved and the likelihood of intimidation in its various guises aimed
against you and your family.  (It’s not on the form). The jobbo who moved in down the road and
leaves builder’s sand, stones and rubble on the pavement and road verges and who is clearly
allowed to (because the situation has remained like that for just on two years) does the
neighborhood values no good either. You can’t cry to the majestic municipality that  your rates
should be reduced (because he is making rooms for his extended family) Shame on you. Don’
t even mention Bobby up the road with his trucking “business” parked in his yard, on the
pavement and anywhere else he chooses. (Washing line in the front “garden”). How can
these eyesores possibly damage your spotless home? There is no place on the “Objection
form” for you to object so therefore there is no problem. YOU put in the pool, YOU put in the
tennis court, YOU made a beautiful garden with a fish pond! YOU put in a granite kitchen unit
and YOU tiled YOUR home.  You must pay because these improvements must somehow
affect your refuse removal or road usage or utilization of public beaches! It is on the form you
see?

SERIOUSLY FOLKS, ADD YOUR DISCONTENT AND PROTEST TO THIS “RDP THEFT”
PROGRAMME BY ADDING PAGES TO THE FORM AS ANNEXURES. DON’T LET THIS
“LEGALISED THEFT” GO UNOPPOSED. PLEASE!   ......Don Clark

My name is xxxxxxxxx and I am a ratepayer in the Ward 66 area.

I'm just interested to know whether you have responded to our councillor's (Cllr Duncan Du
Bois)  email to you regarding his concerns about the list of items that HE has put forward as
priorities for our ward.

Obviously, the fact that he is resident in the area doesn't help to convince you that he would
know what his constituency's requirements are.

I would be grateful if you could inform me (and other ratepayers in this ward)of why the
changes to his original list of requirements were made and by whom, as well as the reasons
why important items such as the bridge over South Coast Road at Blarney Rd intersection -
which I believe was approved - have yet to be finalized.

How many more children would you and other decision makers like to see killed before you
pay heed to a community's plea to save their children or do you not give a damn because your
children (if you have any) are not at risk of being hit by a massive container truck????????

Cllr Du Bois has requested for robots at the Bideford/Tara and Brighton? Grays Inn Rds as
well as Umbilo/Edwin Swales VC Dve to avoid the very carnage that killed over 30 people in
one day this week, but you don't deem it important enough, nor have you approved  the speed
humps that would save the lives of people from careless, speedbreaking, inconsiderate
animals who drive as though they're on a race track.

Can you also please let us know then why Councillors were requested to waste their valuable
time by asking them to draw up a list of priorities when you were not even planning to pay
attention to them?
